Born and raised in Sault Ste. Marie, Capt Mullins was a member of 155 Borden Gray GC Squadron, Royal Canadian Air Cadets, where he achieved the rank of Flight Sergeant.
Capt Mullins attended White Pines Collegiate and Vocational School completing grade 13, then received an Electronic Engineering Technology Diploma from DeVry Institute of Technology. Several years after Capt Mullins returned to school to receive a Bachelor of Science Degree in Electrical Engineering Technology, plus an Associate Degree in Computer Engineering Technology from Lake Superior State University.
Capt Mullins has been an active member of Scouts Canada for the past 22 years. Holding a number of leadership positions including a term as District Commissioners from 1997 to 2000. It is also noted that while Capt Mullins was a member of Scouts Canada he received the Chief Scout Award.
Capt Mullins joined the 155 Borden Gray GC Squadron Royal Canadian Air Cadets in the fall of 1994 as a civilian instructor. When an opening came for an officers position Capt Mullins took the challenge. In November 1998 Capt Mullins was sworn in as an Officer Cadet. For the past 15 years he has held numerous positions with the squadron, such as Drill Team Officer, Training Officer, Special Projects Officer Band Officer, and Commanding Officer.
Capt Mullins has been an active member of 432 Algoma Wing of the Royal Canadian Air Force Association. Receiving the President’s Award for outstanding contribution to the success of 432 Wing in 2001-2002. Capt Mullins was also the recipient of the member of the year award for 2003-2004.
In May of 1991 Capt Mullins was presented the Gold Duke of Edinburgh award by Prince Philip in London, Ontario.
Capt Mullins has worked for Algoma Steel as and Electrical Maintenance Technician since 1995. He married Lise (Ramski) on June 9, 1990 and has two children, Nicholas and Julie.
